Network Luton took this question to Luton Borough Council - the answer?
Collaborative Bidding. Follow-on research by Network Luton into the issues surrounding Collaborative Bidding quickly indicated that there is little advice or evidence to support the business case for SME Collaborative Bidding. So, with the support of Luton Borough Council, Network Luton planned and promoted a free breakfast seminar on 8th October 2008 at which 80 delegates learned more about the collaborative opportunity.

What is Collaborative Bidding?
Collaborative Bidding is being highlighted by both Government and local government as a means for SMEs, like yours, to participate in the tendering process and win larger contracts than you would normally expect to pitch for by joining forces, pooling resources, sharing workload and working together to win public and private sector tenders through a collaborative (consortia) bid.
Seminar Objectives
Collaborative Bidding for tenders requires that collaborative teams develop the correct structure and the right mix of tools and define the opportunities before engaging with the tendering opportunity. This interactive awareness-building event exposed SME businesses to these key issues - helping to identify those that were tender-ready - and offered advice from experienced bid professionals who actively work on tenders and collaborative bids.
